Policy Versus Practice: Reading an Operator's Own Paperwork

Almost every commercial property has a written housekeeping and inspection policy. The question in litigation is rarely whether the document exists. It is whether the building actually ran the way the document says, and whether the document itself was adequate for the property, its traffic and its known conditions.

A meaningful inspection log shows that a walk happened: the time, the area covered, the person who performed it, the condition found and any action taken. Logs recording only a signature at shift end, or completed in one sitting for a whole day, describe a recording routine rather than an inspection routine.

Staffing is part of the same arithmetic. Where a policy requires an area to be walked every thirty minutes and the roster provides one person covering a footprint that cannot be walked in that time, the schedule was never achievable as written. Deferred repairs carry their own weight, because a condition identified, priced and postponed is a condition the operator knew about, and the record shows precisely for how long.
